Overall Financial Position
The deficit for the general unrestricted fund was £2,934,300 (2001: £5,499,800).
Included in the deficit was a net loss on investments of £3,849,000, the majority of which is unrealised. This loss is comparable to those experienced by other charities over a period of stock market volatility and decline.
After taking into account the operating surplus and the net loss on investments the General Unrestricted Fund at 30 November 2002 was £16.4m and the General Designated Fund was £1.2m. A summary of the unrestricted funds' overall operating income and expenditure is as follows:

Amalgamations
The Board has received reports that the following Lodges have resolved to surrender their Warrants:
- Blundellsands Lodge No. 2289 in order to amalgamate with Lodge of Grace No. 6418 (West Lancashire);
- Lodge of Faith No. 4223 and Fraternity Lodge No. 5679 in order to amalgamate with Eccleshill Lodge No. 1034 (Yorkshire, West Riding);
- Otterspool Lodge No. 6605 in order to amalgamate with Yachtsman's Lodge No. 3698 (West Lancashire).
It was resolved that the Lodges be removed from the register in order to effect the respective amalgamations.
Annual Dues
A Resolution was passed that the annual dues (exclusive of VAT) payable to Grand Lodge in respect of each member of every Lodge for the year 2004 shall be:
In a Lodge in England and Wales that is unattached £19.30
In a Lodge in a Metropolitan Area or a Province £10.80
In a Lodge in a District £2.80
In a Lodge abroad not in a District £4.50
It may help Treasurers in planning the finances of their Lodges to know now that next year the Board believes it is likely to recommend to Grand Lodge that the dues in 2005 be increased approximately 3% to:
In a Lodge in England and Wales that is unattached £19.90
In a Lodge in a Metropolitan Area or it Province £11.10
In a Lodge in a District £2.88
In a Lodge abroad not in a District £4.65
Charges for Patents and Warrants
In accordance with Rule 270A, Book of Constitutions, the Board has considered the costs of preparing the actual documents specified in this Rule and recommends that for the year commencing 1 April 2003 the charges (exclusive of VAT) shall be as follows:

Grand Master re-elected
On the proposal of W Bro John Wright, PAGDC, and seconded by W Bro Keith Emmerson, PAGDC, the MW the Grand Master was re-elected with acclaim.
Expulsions from the Craft
Twp brethren were expelled from the Craft on 4 Jan 2003.
