Notice of Motion to amend the Book
of Constitutions was tabled for the next
Quarterly Communication of Grand
Lodge as follows:
The President of the Board of General
Purposes to move:
Amendment to the Book of Constitutions:
“That Rules 216 to 222 under the heading
“The General Council” be deleted and there
be substituted under the heading “The Rulers’
Forum” the following:
‘216. The Rulers’ Forum shall consist
of the Grand Master, Pro Grand Master,
Deputy Grand Master, Assistant Grand
Master, the President and Deputy President
of the Board of General Purposes, the
President of the Committee of General
Purposes of Supreme Grand Chapter, and
not more than thirty-six additional members.
217. (a) Of the additional members not more
than twenty-four shall be elected by the
Rulers’ Forum Groups constituted under
paragraphs (e), (f) and (h) of this Rule and
not more than twelve may be appointed
by the Grand Master in accordance with
paragraph (d) of this Rule. No member
of the Board of General Purposes shall be
eligible for election to the Rulers’ Forum.
(b) One member shall not later than 31
March in each year be elected by the
Rulers’ Forum Group representing the
Metropolitan Area of London from among
the members of that Rulers’ Forum Group
(who shall be the Master or a Past Master of a
Metropolitan Lodge eligible to attend Grand
Lodge) to serve for a term of two years from
the next Annual Installation of the Grand
Master. At any one time not more than one
of the members so elected shall be the holder
of the office of Metropolitan Grand Master
or Deputy Metropolitan Grand Master.
(c) One member shall not later than 31
March in each year be elected by each of
the Rulers’ Forum Groups representing
Provinces from among the members of
that Rulers’ Forum Group (who shall be
the Master or a Past Master of a Provincial
Lodge eligible to attend Grand Lodge) to
serve for a term of two years from the next
Annual Installation of the Grand Master.
At any one time not more than one of the
members so elected from each Rulers’
Forum Group shall be the holder of the
office of Provincial Grand Master.
(d) The Grand Master may at any time and
from time to time appoint to the Rulers’
Forum in respect of each Rulers’ Forum
Group not more than one member (who
shall be the Master or a Past Master of a
Lodge comprised within the respective
Rulers’ Forum Group eligible to attend
Grand Lodge) to serve until the next Annual
Installation of the Grand Master. Such
Brother on appointment to the Rulers’
Forum shall immediately thereon become an
additional member of the respective Rulers’
Forum Group, if not already a member.
(e) The Rulers’ Forum Group representing
the Metropolitan Area of London shall consist
of the Metropolitan Grand Master, Deputy
Metropolitan Grand Master and three
Brethren, of whom at least one shall be below
the rank of a Grand Officer, nominated by
each Metropolitan Group Chairman and
appointed by the Metropolitan Grand Master.
(f) Each of the Rulers’ Forum Groups
representing Provinces shall consist of four
Brethren, of whom at least one shall be
below the rank of a Grand Officer, from
each Province represented on that Rulers’
Forum Group appointed by the Provincial
Grand Master, which four shall include the
Provincial Grand Master.
(g) Not more than one member of any Lodge
shall be eligible, as such, for appointment
to a Rulers’ Forum Group; but this shall
not prevent a duly qualified Brother, being
a subscribing member of another Lodge,
from being appointed in respect of his
membership of such other Lodge.
(h) The Board of General Purposes shall
allocate Provinces to the respective Rulers’
Forum Groups and shall make rules for the
period for which the members of Rulers’
Forum Groups shall serve, the filling of
casual vacancies amongst the members,
and the procedure for the conduct of the
proceedings of Rulers’ Forum Groups,
and shall have power from time to time to
amend any such rules. The Board shall also
have power to make transitional rules for
the election of members to the Rulers’
Forum during the period from the date
of the coming into effect of this provision
until the Annual Installation of the Grand
Master in 2008.
(i) Any casual vacancy among the elected or
appointed members of the Rulers’ Forum
or a Rulers’ Forum Group shall be filled for
the unexpired remainder of the term in the
manner provided in paragraphs (b) to (f )
of this Rule as the case may be.
(j) For the avoidance of doubt any reference
in this Rule or Rule 218 to a Metropolitan
or Provincial Grand Master shall apply
equally to a Pro Metropolitan or Pro
Provincial Grand Master.
218. (a) Any member of the Rulers’ Forum,
other than an ex officio member, who shall
have served on the Rulers’ Forum for three
terms shall not be eligible for re-election
or reappointment except by a dispensation
of the Grand Master.
(b) Any member of the Rulers’ Forum or
any Rulers’ Forum Group who shall cease
to be eligible to attend Grand Lodge or to
satisfy any other qualification from which
he derives his membership of the Rulers’
Forum or the Rulers’ Forum Group (as the
case may be) shall thereupon cease to be a
member of the Rulers’ Forum or the Rulers’
Forum Group; and any elected member of
the Rulers’ Forum who shall be appointed
to the Board of General Purposes shall
thereupon cease to be an elected member
of the Rulers’ Forum.
219. The Rulers’ Forum shall meet on the
day immediately preceding the Quarterly
Communication of Grand Lodge in June
and December of each year, and when
convened by command of the Grand
Master, or failing him the Pro Grand Master,
or failing him the Deputy Grand Master,
or failing him the Assistant Grand Master.
220. The Grand Master, or failing him the
Pro Grand Master, or failing him the Deputy
Grand Master, or failing him the Assistant
Grand Master, or failing him a Brother
chosen for the occasion by those present
shall preside at meetings of the Forum.
221. The Rulers’ Forum shall consider
such matters as the Grand Master or the
Pro Grand Master or the Grand Lodge or
the Board of General Purposes may from
time to time refer to it and may consider any
matter that is requested by a Rulers’ Forum
Group. Any matter specially referred to the
Rulers’ Forum by the Grand Master shall
have precedence of all other business.
222. Minutes of the Rulers’ Forum shall
be kept.’”
